The Review Board held an information session on Aug 28 for the technical scoping sessions on Sept 16-18. The note to file provides a summary of the meeting and the Board's presentation is attached. 

The Review Board will host a meeting on Thursday, August 28, 1:30 to 3:30 pm, to describe the technical scoping session, ask parties what topics they are interested in addressing at the scoping session and discuss logistics.

The Review Board will host community scoping sessions in September including:

  • Tulít’a on Tuesday Sept 9
  • Délı̨nę on Wednesday Sept 10
  • Tsiigehtshic on Thursday Sept 25
  • Inuvik on Friday Sept 26

The Review Board will also host a technical scoping session in Yellowknife on Sept 16 – 18.

This Note to File provides information about Imperial's self referral request for an environmental assessment of Final Closure and Reclamation of the Norman Wells Operations. 

This is Imperial's response to the Review Board's request asking Imperial when it intends to submit a self-referral request for closure of the Norman Wells Operations.. 

To proceed with the scoping phase of this environmental assessment, the Review Board needs to understand:
1. the Sahtu Land and Water Board’s decision related to the extension of SL1-005 and
2. when Imperial plans to request that the Review Board order an environmental assessment of its closure activities.

The Sahtu Land and Water Board has determined that the expiry of the Imperial’s Water Licence S13L1-007 term would result in an emergency. Consequently, under ss.119(b) of the MVMRA, the Board’s decision to initiate a proceeding to renew the licence term does not require a preliminary screening.
The Sahtu Land and Water Board is considering granting an emergency renewal to the water license for the Norman Wells Operation. This renewal would allow for continued operations while the environmental assessment is completed.

The Review Board is extending the deadline for Parties submissions to Oct 24 and the developer to Oct 31.
The Board is issuing this Directives in response to Imperial's Request for Ruling. It requires that governments and organizations with referral authority under the MVRMA provide their views on the matter by Oct 23, 2024.
A letter from the Canada Energy Regulator that its assessment of Imperial's applications for Variance of Operations Authorization OA-1210-001 and Line 490 Replacement Activities are suspended.
