The Review Board's approach to coordination and collaboration with other regulatory and co-management boards in the Mackenzie Valley, as well as other environmental assessment bodies in neighbouring jurisdictions is:

  • focused on conducting and contributing to efficient and effective environmental assessment processes
  • based on living, collaborative and scalable cooperation documents
  • aligned with the principles of shared responsibility while respecting individual mandates
  • rooted in strong relationships with our partners
  • supported by clear communication and transparency

     

Efficient and effective processes

The Review Board’s environmental assessment and environmental impact review processes follow timelines legislated under the Mackenzie Valley Resource Management Act. To ensure transparency, we track the duration of each process using our Timeline Tracker tool, available on the public registry for every EA we conduct.

We collaborate with communities, developers, and EA participants to design workplans that are both reasonable and timely. Our goal is to minimize delays while conducting thorough and participatory reviews.

Shared Responsibility

The Review Board’s mandate for environmental assessment and environmental impact review is established under Part 5 of the MVRMA. Our processes are designed to meet the requirements of this mandate and the land claim agreements from which the MVRMA originates.

We recognize that effective environmental assessment is a shared responsibility. That’s why we work closely with our partners to ensure our processes not only meet our obligations but also support them to achieve their mandates in meaningful and respectful ways. Living, collaborative and scalable plans

Our coordination with other co-management boards and environmental assessment bodies in adjacent jurisdictions is described in Memoranda of Understanding (MOUs), Coordination Frameworks, and project-specific cooperation plans.

  • MOUs set out high-level principles for cooperation, coordination, and collaboration. They also provide the basis for developing coordination frameworks and project-specific plans.
  • Coordination Frameworks offer a flexible “menu of options” for how the Review Board and our partners can work together effectively across different contexts.
  • Project-specific cooperation plans are developed on a case by case basis. These plans outline how we will collaborate on individual projects or assessments, tailored to the unique needs of each process and mindful of our respective roles and responsibilities.

Together, this ensure our approach remains adaptable and responsive to changes that might occur during an environmental assessment.

Clear communication and transparency

Effective cooperation and coordination starts with clarity. We make sure everyone understands how the environmental assessment process works, what steps are involved, and when decisions will be made. This includes:

  • Explaining Each Step: From scoping to decision-making, we outline what happens at every stage and what is expected from participants.
  • Coordinating with Partners: We work closely with regulatory agencies and other assessment bodies to align timelines, share information, and avoid duplication.
  • Joint Communication: Where possible, we provide coordinated updates so EA participants receive consistent messages from all involved organizations.
  • Accessible Process Information: Key milestones, roles, and responsibilities are clearly posted and available in accessible formats.
  • Transparency in Decision-Making: We publish reasons for decisions and make supporting information easy to find, so everyone understands how outcomes were reached.

By clearly communicating the process and working in partnership, we help create a predictable, efficient, and inclusive assessment experience for all.
