The purpose of this document is to describe the Nunavut Impact Review Board (NIRB) Review process using terminology and process steps familiar to participants in the Mackenzie Valley Environmental Impact Review Board (MVEIRB) environmental assessment process. It also provides clarity on MVEIRB’s role and participation in the assessment of the Grays Bay Road and Port proposal.

This report summarizes the discussions at the Dec 8 workshop in Yellowknife on transboundary impacts in the Mackenzie Valley.

This is the final Supplemental Transboundary Scoping Report that MVEIRB is submitting to NIRB to append to its Impact Statement Guidelines.

This covering letter to NIRB goes with the final Supplemental Transboundary Scoping Report. 

This document has the same content as the FINAL Supplemental Transboundary Scoping Report, but has any changes from the original draft highlighted. Yellow highlighting indicates changes that were made in the revised draft released on Nov. 28. Blue highlighting indicates changes made between Nov. 28 and the release of the final draft.

Feedback on the Revised Draft Supplemental Transboundary Report shared on Dec 9, 2025 (due Nov 28, 2025). 

The EISC sent the attached memo to the NIRB on November 13, 2025 and submitted the comments to MVEIRB for consideration and record on November 28, 2025.

Dolphin and Union Caribou Status Report (April 2023) shared by the Beverly and Qamanirjuaq Caribou Management Board. Figure 5 on p 70 suggests maybe some extended range on the NWT side.
