Lutselk'e Dene First Nation, Lands & Environment Committee, is requesting clarification on possible assistance to the First Nation for the costs associated with attending and participating in the January public hearings for the Taltson Hydroelectric Expansion Project.
The report covers a series of meetings held between Deze Energy and Environment and Natural Resources (GNWT) regarding caribou and other species at risk. Attached to this report are two supplemental letters that provide further information.
This meeting dealt with issues related to aesthetic effects within the proposed East Arm National Park Reserve. The primary purpose of the meeting was to confirm commitments made by the developer at the technical sessions held in October 2009.
This letter provides information on how parties may submit any comments they wish to Review Board staff regarding the Draft Environmental Monitoring Program submitted by the developer.

Email from Lutsel K'e Dene First Nation indicating their availability for a meeting planned by the Review Board.
The Treaty 8 Tribal Council will not be submitting any information requests, but will be participating in upcoming community meetings and the public hearing.
The Review Board staff would like to hold a meeting in Lutselk'e in early September in 2009. This letter requests that the aboriginal organization currently acting as parties in the EA provide staff with possible dates for such a meeting.
Both the Lutselk'e Dene First Nation and the Treaty 8 Tribal Council had requested extensions to the IR submission deadline. The Review Board has decided to grant this extension to August 15, 2009. If the Review Board subsequently decides to issue the proposed IRs from these two organization they may be issued as supplementary to the first round of IRs.

Environment Canada poses several questions to Deze Energy regarding its proposed management of metal leaching and acid rock drainage. EC asks for clarification on mitigation strategies and future plans for adaptive management, should impacts occur.

The Review Board has granted an extension to all parties to the environmental assessment of Deze Energy's proposed Taltson Hydroelectric Expansion project for the submission of Information Requests. The new due date for submission is July 15, 2009 at 5:00 pm.
Additionally, the Review Board is granting party status to the NSMA and NRCan.

This letter makes clear that the predictions and analysis offered in the DAR by the developer uses an out-of-date boundary for the proposed East Arm National Park. The boundary, established by a land withdrawl order in 1970 and then again in 1997, has been expanded to a larger area by an even more recent land withdrawal order in 2007. The letter has a map illustrating the two boundaries attached.

A letter notifying the distribution list of the Taltson Expansion Project that the Developers Assessment Report has been found in conformity with the final Terms of Reference for this EA.
On February 25, 2009, Review Board staff and Deze Energy representatives met to discuss the submission of the DAR on Feb 27, 2009 and also to discuss timelines for conformity check and IR's.
The following letter from Deze Energy Corp. Ltd to the Review Board explains that the Developers Assessment Report for the Taltson Hydroelectric Expansion Project EA will be delayed until the end of January, 2009 .
