Clear guidance for transparent processes

The Review Board creates guidance material including Guidelines, Reference Bulletins and Rules of Procedure to help the public, communities, developers and Indigenous, federal and territorial governments understand and participate in environmental impact assessment proceedings in the Mackenzie Valley.  

Provide overarching advice and guidance about specific aspects of environmental impact assessment. We develop our guidelines collaboratively and consultatively, in line with requirements of s.120 of the MVRMA. 


Describe the Review Board's view of a particular aspect of legislation or environmental impact assessment. We collaborate with the public and interested groups to develop reference bulletins on a case by case basis. 

Formal rules that govern how run our EA processes. 

Can be used by EA participants when helpful to facilitate participation.

Other types of documents that are issued from time to time including policy statements, perspectives papers or discussion papers. 

Our approach to Policies and Guidelines

The Review Board develops policies and guidance to run environmental assessments that are clear, consistent, and aligned with the Mackenzie Valley Resource Management Act (MVRMA), land claim agreements, and best practices. Our approach emphasizes:

  • Clarity and Accessibility: Policies use plain language and clear structure so everyone understands EA processes and requirements.
  • Legal and Wise Practice Alignment: Guidance reflects the spirit and letter of the law and emerging best practices.
  • Consistency and Accountability: Transparent, predictable processes for fairness and efficiency.
  • Collaboration: We engage with Indigenous governments, industry partners and the public to incorporate diverse perspectives.

Guideline Updates

The Review Board is updating its Guideline for Incorporating Traditional Knowledge into Environmental Impact Assessment and its Socio-economic Impact Assessment Guidelines. Stay tuned for more information about these updates and how to participate.
