RFP Online EA and Regulatory Pathway Tool

To improve accessibility, user experience, and process transparency, MVEIRB seeks to develop an online interactive regulatory and environmental assessment (EA) pathway tool with geospatial mapping capabilities. This tool will provide project proponents, stakeholders, and the public with tailored regulatory guidance and integrated map-based functionality to identify key spatial and jurisdictional considerations. This project will build upon on a pilot tool that was developed previously developed for mineral development projects.
Objective
The objective of this RFP is to solicit proposals for the design, development, and implementation of a user-friendly tool that:
1. Maps Regulatory Pathways: Provides step-by-step guidance for regulatory and EA processes.
2. Supports Multiple Development Types:
Includes workflows for mineral exploration, mining, oil and gas development, large public 
infrastructure, and hydroelectric projects.
3. Integrates External Processes: Links to GNWT mineral tenure, wildlife management, land use plans, water licensing, and Indigenous consultation processes, and other potential processes.
4. Incorporates Geospatial Mapping: Embeds interactive maps for:
• Identifying project locations and regulatory jurisdictions.
• Visualizing land use planning zones and protected areas.
• Highlighting wildlife habitat and areas of cultural significance.
